Born as the 12th generation in the family that takes care of the Nishi-honganji temple pictorial office in Kyoto City. After studying at the Kyoto Municipal School of Arts and Crafts, he graduated at the top of his class from the Kyoto Municipal College of Painting in 1923.
After graduation, studied under Tsuchida Bakusen. In 1928, he exhibited his Japanese-style paintings at the Society of National Painters of Japan, and was awarded the Kogyu Prize. In 1929, he founded the Kyoto Creative Print Association with Asada Benji, Asano Takeji, Kamei Tohei, and others, and was awarded the National Painting Prize.
He engaged in many creative activities mainly in Kyoto and conducted research on Buddhist prints. Tomikichiro started woodblock printing around this time, and together with Hiratsuka Un'ichi, Munakata Shiko, and others, he published the coterie magazine "HAN" (Print).
In 1931, he published a collection of woodblock prints titled "Sosaku Hanga Zetsu (Creative Prints - Flower Exhaustion)" from Motokazu Uchida's Uchida Art Bookshop, together with Asada, Asano, Kamei, and others.
